FEMA: Housing Inspection Services Program

FEMA trains an unbelievable number of inspectors each year. These inspectors move on to practice what they've learned in the field. They encounter many situations that they don't even imagine before being sent out. The task of online training was a major undertaking.

Goals

The goals were to create an online resource for FEMA Housing Inspectors to study, review, and be tested on all aspects of the housing inspection process. This includes training for on-site inspections as well as complete training for the NEMIS ACE2 Field software application utilized on the inspectors mobile computers.

Challenges

  • Design complete training for housing inspectors covering all standard operating procedures.
  • Design complete training for housing inspectors covering all screens of the NEMIS ACE2 Field software application with simulated functionality of actual software.
  • Navigation for all training to be forward progress based. This required logging user progress in order to allow/disallow navigation based on user progress.
  • Complete testing of Inspectors offered after completion of training materials, as well as extensive reporting of user progress and test results.

Methods

To make this an effective tool, the site structure was designed utilizing ASP and Macromedia Flash. The portal interface was designed as a basic resource as well a way to get comprehensive training. All training was designed for the HISP to easily track inspector progress through the training process. A comprehensive exam was also implemented to certify the instructors training. By using the power of the multimedia experience Flash offers, as well as a well thought out, highly efficient training process, all objectives were either met or surpassed.
